
Stasiv Oleh Fedorovych

Stasiv Oleh Fedorovych was born on March 3, 1969, in the village of Halychany, Horodok District, Lviv Region.
In 1996, he graduated from the Lviv State Agricultural Institute with a degree in Agronomy, and in 2005 he obtained a Master’s degree in Public Administration at the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.
He began his professional career in 1990 as a brigade leader of the crop production brigade at the “Progress” collective farm in Horodok District, Lviv Region. Shortly thereafter, he was promoted to chief agronomist of the enterprise. As an energetic and competent specialist, in 1992 he was elected head of the Union of Peasant Farms “Nyva” in Horodok District.
Since 1998, O. F. Stasiv was appointed Head of the Horodok District State Administration; in 2005 – Advisor to the Chairman of the Board on production activities at the National Joint Stock Company “Ukragroleasing.” In 2012, he headed the State Plant Quarantine Inspection in Lviv Region, which in 2016 was renamed the State Phytosanitary Inspection of Lviv Region. O. F. Stasiv worked as Head of the State Phytosanitary Inspection of Lviv Region – Chief State Phytosanitary Inspector of Lviv Region until 2016.
Alongside his professional career, O. F. Stasiv engaged in scientific work. In 2008, he defended his Candidate’s dissertation on the topic: “Reforming Forms of Management in the Agrarian Sector of the Economy”, earning the degree of Candidate of Economic Sciences. He conducted a comparative assessment of the adaptive potential of large agricultural enterprises of various organizational and legal forms, which made it possible to determine the degree of favorability of the social, economic, and legal environment for their functioning.
In 2012, O. F. Stasiv was awarded the academic title of Associate Professor of the Department of Organization Management.
In 2016, he was appointed Head of the Department of Scientific Support for Innovation and Investment Development of the Experimental Base of the National Academy of Agrarian Sciences of Ukraine, where he worked on developing an optimal model for the functioning of the Academy on a broad innovative basis.
Oleh Fedorovych Stasiv is a scholar, organizer, and public figure. His priority scientific directions include the development of organizational and legal forms of management in agriculture. Under his leadership, trends in the development of agricultural enterprises and private peasant farms were identified; the influence of individual factors on production efficiency in agricultural enterprises was determined; and the main directions for increasing agricultural efficiency were developed.
On the initiative and with the participation of O. F. Stasiv, a number of scientific publications were prepared and published. Among them is the textbook “Technology in Crop Production”, which pays special attention to modern technologies of growing agricultural crops, taking into account scientific achievements and best practices. In addition, a large number of works are devoted to solving the problem of economic efficiency in the production and processing of livestock products.
In 2019, he was appointed Acting Director of the Institute of Agriculture of the Carpathian Region of the NAAS, and in January 2020 he was elected Director of the above-mentioned institute. Upon joining the institute, alongside administrative activities, he actively engaged in scientific work. With his participation, research was conducted on the current state of socio-labor relations based on a scientifically grounded analysis of such generalized indicators as employment and unemployment, wages, and the living standards of the rural population, as well as the further modernization of socio-labor relations in the context of income regulation.
His scientific priorities include the development of organizational and legal forms of management in agriculture. Under his leadership, trends in the development of agricultural enterprises were identified, one of the directions being the cultivation of highly productive maize hybrids; the influence of certain factors on production efficiency in agricultural enterprises was determined; and the main directions for increasing the efficiency of maize cultivation for grain and seed were developed.

Stasiv developed an innovative quality management system for seed material in seed production and established the principles of maize hybrid seed production, which include technical and technological methods of cultivation, harvesting, processing, and storage, as well as an innovative system of seed quality management and its indexed evaluation.

Stasiv is the author of more than 80 scientific works, including 11 monographs, 10 methodological works, and 3 patents for plant varieties.
In 2021, he obtained the academic degree of Doctor of Agricultural Sciences, defending his dissertation in specialty 06.01.05 – Breeding and Seed Production, on the topic: “Seed Production of Maize Hybrids in Modern Organizational and Economic Conditions.”
An important part of his scientific activity is the study of the current state of socio-labor relations based on a scientifically grounded analysis of generalized indicators such as employment and unemployment, wages, and the living standards of the rural population, as well as the further modernization of socio-labor relations in the context of income regulation.
At present, he actively participates in the implementation of the Program of the Concept of Reforming Agrarian Science at the regional level: he is Head of the Western Interregional Scientific Center. Under the leadership of O. F. Stasiv, coordination of scientific research and organization of the implementation of their results (innovations) for agrarian entrepreneurship and socio-economic development of rural areas in the respective regions is carried out.
One of O. F. Stasiv’s main priorities is the integration of Ukrainian agrarian science into the European Research Area: participation in the meetings of the Coordination Committee of the Union of European Academies of Agriculture (UEAA).
In 2007, by Decree of the President of Ukraine, O. F. Stasiv was awarded the honorary title of Honored Worker of Agriculture of Ukraine. He was awarded the labor distinction “Badge of Honor” of the Ministry of Agrarian Policy of Ukraine (2008) and the Honorary Diploma of the Cabinet of Ministers of Ukraine (2008). In 2020, he became a laureate of the State Prize of Ukraine in the field of science and technology.
Oleh Fedorovych Stasiv contributes to strengthening the role of agrarian science and education in the development and implementation of effective agrarian policy, aimed at the broad use of modern achievements of domestic science and international experience in the agrarian sector and rural development, ensuring the combination of national and regional interests.
